Elementary School Boundaries and Transfer Procedures
The board shall attempt to equalize elementary class sizes by adjusting attendance area boundaries annually. The administration shall recommend to the board, at their regular July meeting, the elementary attendance area boundaries for the coming school year. Once the board approves the school boundaries, the public will be notified via the pre-enrollment information sent to parents in early August. Students shall be expected to attend the school which lies within the attendance area in which they reside, with the following exceptions:
1. The parent may request that a child be transferred from one elementary school to another, such transfers being granted according to the criteria listed in this policy.
2. The school district may request that a child be transferred from an over-enrolled school to an under-enrolled school.
3. A student whose place of residence changes from one attendance area to another during the school year may finish that school year in the original attendance area.
Transfers shall be handled on a space-available basis with no transfers being allowed when in-attendance-center area enrollment at the receiving school exceeds the suggested classroom pupil-teacher ratio. Transfer will be handled utilizing the following priorities:

Category 1 - Students in this category shall receive priority in the granting of transfers.
Transfers may be granted to equalize class size or to meet the special needs of a student. Verification of special need must be made by the elementary counselor, principal, psychologist or licensed medical examiner.
Category 2 - A lower priority shall be assigned to requests for transfer which are for personal convenience or unverified special needs. In this category, priority will be given to students who attended the facility on a transfer basis in previous years. In this circumstance, seniority will be utilized when the receiving classroom is unable to accommodate all transfer requests. Initial request for transfer will be handled on a first-come/first-serve basis with request for transfer being accepted at enrollment time.
School bus transportation shall not be provided for students attending schools outside their attendance area unless they can be accommodated on existing bus routes and schedules; unless an exceptional child is involved; or unless the transfer is made at the request of the school district to equalize class size.
